The State Archival Service of Ukraine (Ukrderzharkhiv) develops active international cooperation.

The main objectives of international cooperation of the State Archival Service are:

  • fulfillment of obligations within its competence under international treaties of Ukraine in the sphere of culture, science and archives management;
  • development of cooperation with archival institutions in the world based on the principles of equality and mutual benefit, tin accordance with the national legislation of Ukraine and other countries, universally recognized principles and norms of international law;
  • strengthening of European integration processes in the humanitarian sphere in Ukraine, in particular, achievement of harmonization of approaches and methodological principles with archival services of foreign states in the sphere of mutual restitution of cultural property illegally displaced once to the territory of another state, implementation of branch program "Foreign Archival Ukrainica";
  • arrangement and further development of mutual cooperation with archival services of foreign states, international associations of archivists and other institutions and organizations interested in cooperation;
  • establishment of free access for archival staff and researchers of other countries to open archival documents, and to all reference sources on archival fonds, both published and unpublished, relating to the topics of their research.

Since 1956, the State Archival Service of Ukraine is a category A member of the International Council of Archives (ICA), and is responsible for Ukraine's cooperation with this international organization and discharge of financial obligations to the ICA.

The ICA is an international non-governmental organization that has advisory status at the UNESCO and unites authorities of archives management, national archives, professional associations of archivists and other archival institutions of more than 190 countries and their territories. Today the ICA has more than 1,500 members. The main objectives of the ICA is to promote and support cooperation in the field of archival affairs and records management, assist in solving urgent problems facing the archival institutions in different countries at the present stage of archives management development.

Ukrderzharkhiv and state archival institutions of its system actively participate in the annual International Conference of the Round Table on Archives (CITRA) and International Council on Archives Congresses.

In 1996-2000, representatives of the State Archival Service of Ukraine were members of the ICA Executive Committee, Coordinating Bureau of European Programs (ICA / EUR) and Committee on Information Technology (ICA/CIT).

At the XIV International Congress of Archives (Seville, 21-26 September, 2000) amendments into the Statute of ICA were introduced: there were created new Regional departments for Europe and Eurasia (European (EURBICA) and Eurasian (EURASICA) regional departments). National archival services are entitled to participate in the work of several regional branches. Since 2000 Ukrderzharkhiv is a member of the EURBICA and the EURASICA.

In 2000-2004 representatives of the State Archival Service of Ukraine were elected as members of various committees of the ICA: Committee on Archival Legal Matters, Committee on Preservation of Archives in Temperate Climates, Committee on Vocational Training, Archives Committee of Science and Technology, Committee of Literary Archives.

In 2004, in Kyiv, the State Archival Service of Ukraine organized and held a working session of the Committee on Legal Affairs of the International Council on Archives and international seminars "Archival Legislation of Ukraine and Problems of European and Euro-Atlantic Integration", "Archives and Catastrophe".

State Archival Service of Ukraine is a member of the Consultative Council of heads of state archival services of the CIS. Ukrderzharkhiv is a participant of a few international archival programs:

  • "Memory of the World" to be realized under the aegis of the UNESCO and being targeted to the preservation of the most prominent cultural heritage of the world;
  • "Reconstruction of the Memory of Poland" to be realized by the Council of Europe and the International Council on Archives for the purposes of reconstruction of Polish archival collections which were lost during the period of 1772-1918;
  • Common Archival Heritage of Countries and Peoples of the Central and Eastern Europe;
  • Reconstruction of the documentary heritage and book collections of the Radzivilles, the information retrieval system (virtual archive) on studying the heritage of Radzivilles was created.

Ukrderzharhiv is a member of the implementation of multilateral general international Agreement of CIS states "On Legal Succession in the Field of Public Archives of the Former Soviet Union" (June 6, 1992).

The State Archival Service of Ukraine signed international agreements on cooperation in the archival sphere with the archival services and national archives of Republic of Austria, Republic of Azerbaijan, Republic of Belarus, Republic of Bulgaria, Republic of Armenia, Hellenic Republic, Republic of Georgia, Republic of Estonia, Islamic Republic of Iran, Republic of Kazakhstan, the Kyrgyz Republic, Republic of Latvia, Republic of Lithuania, Republic of Moldova, Republic of Poland, Russian Federation, Romania, Republic of Serbia, Republic of Turkey, Republic of Hungary, Republic of Uzbekistan, Federal Republic of Germany, Republic of Cuba, the Czech Republic, Republic of Montenegro.

State Archival Service of Ukraine cooperates with foreign archival, scientific and museum institutions and international societies. It signed agreements on cooperation with the Central Archives of the Ministry of Internal Affairs of Poland, United States Holocaust Memorial Museum, Saxon Memorial Foundation dedicated to the memory of the victims of political dictatorship (Germany), Yad Vashem - the Holocaust Martyrs' and Heroes' Remembrance Authority (Israel). State Archives of Ukraine cooperated with the Genealogical Society of Utah, USA till January, 2012 as well.

Association of Ukrainian Archivists signed agreements on cooperation with the Association of Polish Archivists, Society of Historians Archivists of Transnistria, Russian Society of Archivists.
