The book contains documents depicting the history of the struggle of the Stalinist regime against the Ukrainian national-liberation movement in the years 1943-1945. All materials are reports of informational character that are located in the Central State Archive of Social Organizations of Ukraine (formerly the Archive of the CC of the Communist Party of Ukraine). The volume contains documents of the apparatus of the Central Committee of the Communist Party (Bolsheviks) of Ukraine, oblast party committees, and the organs of the People's Commissariat of Internal Affairs (NKVD) and the People's Commissariat of State Security (NKGB).
For historians, archivists, University lecturers, students and all who are interested in the history of Ukraine.

This collection contains 81 documents pertaining to the history of the Soviet government's struggle against the Ukrainian natioal-liberation movement. The first document is dated 6 March 1948 and the last, 30 December 1948.

The largest group of materials in this collection consists of announcements from oblast party committees of the Central Committee of the Communist Party (Bolshevik) of Ukraine [CC CP(b)U] concerning the progress of the struggle against UPA formations and the OUN underground. These are mostly monthly reports about measures undertaken in this regard by oblast party committees and the results achieved. Included among them are announcements about the struggle against the Ukrainian insurgents during the month of February 1948 (documents nos. 1, 2); March 1948 (documents nos. 3-7); April 1948 (documents nos. 15, 17, 19, 22); May 1948 (documents 23, 25-27, 29-30); June 1948 (documents nos. 33, 35); July-August 1948 (documents nos. 47, 52); September 1948 (documents nos. 55, 59); October 1948 (document no. 67); November 1948 (documents nos. 71, 74); and December 1948 (documents nos. 77, 80).

These announcements contain a considerable amount of valuable factual material from the history of the struggle against the Ukrainian national-liberation movement and data on the numbers of individuals killed and arrested.

Oblast party committees also reported on periods longer than one month. For example, the L'viv oblast committee sent a memorandum to the CC CP(b)U about the progress of the struggle against the Ukrainian movement for the period between 1 January and 20 April 1948 (document no. 16).

The CC CP(b)U was kept abreast of the situation in the western ob-lasts of Ukraine not only by oblast party committees but also staff members from the Central Committee apparatus, specially dispatched to the region to carry out control functions (documents nos. 8-9, 11), and the Ministry of State Security (MGB) of Ukraine (documents nos. 3, 10, 18).

The CC CP(b)U also received announcements about certain particularly important events in the course of the struggle against the OUN and the UPA. Thus. the L'viv oblast party committee informed the higher party leadership of Ukraine about the killing by MGB organs of the head of the OUN Security Service (SB) of the L'viv region Ya. A. D'iakon together with a group of his bodyguards (document no. 73). The collection also includes information of the Kyiv oblast party committee about the activity of an armed insurgent group in Kyiv oblast (document no. 31).

The second-largest group of documents is linked to the implementation of collectivization in Western Ukraine and, related to this, the intensification of the struggle against the local resistance movement. On 1 June 1948 the Politburo of the CC CP(b)U approved the resolution "Concerning the Improvement of Mass Political Work, the Further Development of Collective Farm-Building, and the Liquidation of Vestiges of Bands of Ukrainian-German Nationalists in the Western Oblasts of the Ukrainian SSR." Oblast party committees actively reported on the implementation of this resolution (documents nos. 32, 34, 36, 38-39, 42-44, 51, 54, 56, 58, 60, 62, 65-66. 70, 75). The progress of implementing this resolutions is also the subject of announcements sent to the CC CP(b)U by the Ministry of Justice of the Ukrainian SSR (document no. 49) and the Ministry of Internal Affairs (documents nos. 45, 50, 57). The activity of groups to maintain public order, which were specially created by the Ministry of Internal Affairs, is the subject of reports contained in documents nos. 68 and 78.

In April 1948, oblast party committees in the western oblasts of Ukraine, obviously at the behest of the CCCP(b)U, sent proposals for improving the struggle against the OUN and the UPA. Some of these proposals are included in the collection (documents nos. 12-14).

Particularly noteworthy are several documents that attest to the greet difficulties encountered by the Soviet government in its work in the western oblasts of Ukraine. These are letters to the CC CP(b)U from the Ministry of Cinematography, which contain announcements concerning insurgents' attacks on workers of this industry (documents nos. 20, 37); similar announcements concerning attacks on the oil-producing industry (document no. 40) and forestry industry (document no. 24); information on a purge of the staff of the L'viv Railway (document no. 81); an announcement of the L'viv oblast party committee about the uncovering of the youth organization "Bortsi za vyzvolennia Ukrainy" [Fighters for the Liberation of Ukraine] (document no. 72); and information on the reaction of L'viv residents to the arrests of local citizens (document no. 61).

Also worth mentioning is a letter written by Nikita Khrushchev to Joseph Stalin, in which the first secretary of the CC CP(b)U requests that an additional number of posts for district militia officials be created within the Ministry of Internal Affairs in the western oblasts of the Ukrainian SSR (document no. 46).

До збірника увійшов 81 документ з історії боротьби радянської влади з українським національно-визвольним рухом. Перший документ датований 6 березня 1948 p., останній - 30 грудня 1948 p.

Найбільшу групу матеріалів, які увійшли до збірника, складають повідомлення обласних комітетів партії ЦК КП(б)У про хід боротьби з формуваннями УПА та підпіллям ОУН. Це переважно місячні звіти про заходи, здійсненні обкомами в цьому напрямі та досягнуті результати. Такі, як: повідомлення про боротьбу з українськими повстанцями у лютому місяці (документи №№ 1, 2); у березні 1948 р. (документи №№ 3-7); протягом квітня (документи №№ 15, 17, 19, 22); у травні (документи №№ 23, 25-27, 29, 30); червні (№№ 33, 35); за липень та серпень 1948 р. (№№ 47, 52); вересень (№№ 55, 59); жовтень (№ 67); листопад (№№ 71, 74) та грудень 1948 р. (№№ 77, 80).

У цих повідомленнях мітиться чимало цінного фактологічного матеріалу з історії боротьби з українським національно-визвольним рухом, дані про кількість загиблих та заарештованих.

Звітували обкоми партії також і за більш тривалий період, ніж один місяць. Так, наприклад, Львівський обласний комітет направив до ЦК КП(б)У доповідну записку про хід боротьби з українським рухом опору за період з 1 січня до 20 квітня 1948 р. (документ № 16).

Про ситуацію у західних областях України інформували ЦК КП(б)У не тільки обкоми партії, але і працівники апарату ЦК, спеціально направлені до регіону з контрольними функціями (документи №№ 8, 9, 11), та МДБ України (№№ 3, 10, 18).

До ЦК КП(б)У надсилалися також і окремі повідомлення про деякі особливо важливі події у ході боротьби з ОУН та УПА. Так, Львівський обком партії інформував вище партійне керівництво України про вбивство органами МДБ керівника СБ проводу ОУН Львівського краю Я.А. Дякона разом з групою його охорони (документ № 73). Окремо слід відмітити інформацію Київського обкому партії про діяльність на території області озброєної повстанської групи (№ 31).

Друга велика за кількістю група документів пов'язана з проведенням колективізації у Західній Україні і посиленням, у зв'язку з цим боротьби з місцевим рухом опору. 1 червня 1948 р. Політбюро ЦК КП(б)У була прийнята постанова "Про поліпшення масово-політичної роботи, подальший розвиток колгоспного будівництва і ліквідацію решток банд українсько-німецьких націоналістів у західних областях УРСР", про виконання якої активно звітували обкоми партії (документи: №№ 32, 34, 36, 38, 39, 42, 43, 44, 48, 51, 54, 56, 58, 60, 62, 65, 66, 70, 75). Про хід виконання цієї постанови інформували ЦК КП(б)У також Міністерство юстиції УРСР (№ 49) та МВС (№45, 50, 57). Останнім, зокрема, були спеціально створені групи охорони громадського порядку, про діяльність яких повідомляється у документах №№ 68, 78.

У квітні 1948 р., вочевидь на запит ЦК КП(б)У, обкоми партії західних областей України надсилали свої пропозиції щодо покращання боротьби з ОУН та УПА. Кілька таких пропозицій також увійшли до збірника (документи №№ 12-14).

На особливу увагу заслуговують ще кілька документів, які засвідчують великі труднощі, з якими стикалася радянська влада у своїй роботі у західних областях України. Це листи до ЦК КП(б)У з Міністерства кінематографії з повідомленнями про напади повстанців на працівників цієї галузі (№№ 20, 37); аналогічні повідомлення про напади на підприємства нафтової (№ 40) та лісової (№ 24) промисловостей; інформація про чистки серед працівників Львівської залізниці (№ 81); повідомлення Львівського обкому партії про викриття молодіжної організації "Борці за визволення України" (№ 72); довідка про реагування мешканців м. Львова на арешти місцевого населення (№ 61).

Окремо варто сказати про лист М. Хрущова Й. Сталіну, в якому перший секретар ЦК КП(б) України прохав для посилення боротьби з українським рухом опору ввести до штатів МВС західних областей УРСР додаткову кількість посад дільничних уповноважених міліції (№ 46).
